PIO validates workflow and composition manifests, invokes owner-held route seams, records run journals and artifacts, writes project-intelligence reports, and runs grounded enrichment/evaluation without owning transfer, mutation, journal promotion, or provider logic. The UE 5.4+ implementation enforces evidenced content-source mirror skips, a report-writing dry-run-only mode that performs no target transfer or wiring materialization, and variant comparison only for two passed reports with startup and frame measurements.
